Oath commissioners do not certify the truth of the statements contained in a document. It remains the responsibility of the deponent(s).
Furthermore, the deponent(s) must be physically present before the oath commissioner. Since the oath commissioner must satisfy the authenticity of the document(s) and ensure the identity of the deponent(s), the deponent(s) must sign on the document(s) in front of the oath commissioner.
The deponent(s) is required to confirm to the question “Do you make this solemn declaration conscientiously believing it to be true and knowing that it is of the same force and effect as if made under oath”.
