Express Entry Based Provincial Nominee Program

“What is this program? How do I apply under it?” I heard something about bonus points…” Catch your breath and let us dive in!

Do not have enough CRS points in your Express Entry (EE) profile? There may still be an opportunity for you to become a permanent resident of Canada through the EE based PNP program.

When applicants create their EE profile, they are automatically evaluated by multiple provinces for the PNP program. If applicants meet their selection criteria, which in some cases also require a minimum CRS score, they will be sent a letter of interest.

If an applicant has been sent a letter of interest from a PNP program, they must apply to be nominated for that province.

If approved, the applicant will receive a nomination certificate from that province, along with 600 bonus CRS point in their Federal EE profile.

With an extra 600 points, an applicant should be able to get an invitation to apply (ITA) from the Federal Express Entry program. Once they receive an ITA in the Federal draw, they must submit their PR application before the deadline provided.

At Takarra, we focus on PNP for two provinces, Ontario and Alberta:

Ontario: Human Capital Priority Stream

If you intend to live in Ontario after immigration, this is an excellent program for those applicants who have successfully created a profile under the Express Entry pool and meet the minimum requirements set out by OINP. It is fine if you are also found eligible in the Express Entry pool under Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC) or both, as eligibility for one of these programs is required for a nomination under OINP.

The steps for this program are as follows:

  1. Create your Express Entry profile
    • While creating your profile for Express Entry, you should indicate that you intend to live in Ontario after immigration. Once you complete this step, you will receive an Express Entry Profile Number and a Job Seeker Validation Code or Candidate Identifier Code. This is required to complete your Provincial Nominee Application Form
  1. Potential applicants are identified by OINP from Express Entry pool
    • OINP on its own searches and identifies you for selection under this program if applicant meets nomination criteria. Some of the requirements are outlined below:
      1. Completed one year of full-time or equivalent part-time work experience in the last five years, if being assessed under the FSW program
      2. Completed one year of full-time or equivalent part-time work experience in the last three years in Canada, if being assessed under the CEC program
  • The job should be one of the jobs listed under the National Occupation Classification (NOC), which also meets the eligibility for the Federal Skilled Worker program or Canadian Experienced Class program.
  1. Applicants must have a bachelor’s degree or above to qualify. If applicants have studied outside of Canada, they must complete an Education Credential Assessment.
  1. Now you can apply under the OINP’s Human Capital Priorities Stream
    • Once you receive this Letter of Notification of Interest from the OINP, you have 45 days to submit your completed application.
  1. If nominated by the OINP, you may apply for PR
    • This nomination will add an additional 600 points in your CRS. With this you are almost certain to receive an invitation after a Federal Express Entry draw to apply for PR.
  1. Last step! The applicant’s PR eligibility is assessed
    • You will be notified if your PR application has been approved.

OINP Skilled Trade Stream

Under the Ontario Immigration Nominee Program’s Skilled Trade Stream, the Ontario province selects candidates who have already created a profile in the Express Entry pool and who meet certain requirements:

  • At least one year of full-time or equivalent part-time work experience in Ontario.
  • The job should be one of the jobs listed under the National Occupation Classification (NOC), which also meets the eligibility for the Federal Skilled Trade program
  • The work experience above must have been:
    • Obtained within the last two years on the date you submit your application to the OINP
    • In the occupations that you identified in your Express Entry profile
    • Worked in Ontario while maintaining legal status in Canada

This nomination will add an additional 600 points in your CRS. With this you are almost certain to receive an invitation after a Federal Express Entry draw to apply for PR.

Alberta Opportunities Stream – AINP

Under Alberta’s Opportunities Stream, an applicant can apply for an AINP nomination if he/she:

  • Lives and works in Alberta
  • Has a job offer from an employee in Alberta
  • Has a work permit
  • Meets education, language, and occupation requirements

AINP Express Entry Stream

Under the Alberta Immigration Nomination Program, the Alberta province selects candidates who have already created a profile in the Express Entry pool and meet AINP’s selection criteria. Those who are invited can apply for a permanent residence nomination.

An applicant may be invited if:

  • The applicant works in an occupation that supports Alberta’s economic development and diversification
  • The applicant has a minimum Comprehensive Ranking System (CRS) score of 300
