Provincial Nominee Program – Job Offer Based

Many provinces have job offer based Provincial Nominee Programs. If an employer is willing and eligible to support an applicant for provincial nomination and the applicant meets the requirements of the provincial nominee program, he/she can apply for a nomination. If approved, they can then apply for PR.

Under the OINP’s Employer Job Offer Streams, the business must meet the following requirements for the job offer to be eligible:

  1. Have existed and been active for at least three years before the submission of the applicant’s application
  2. Have a place of operation for business in Ontario
  3. If the company is located within the GTA, it must have
    1. At least $1,000,000 of total gross revenue in its most recently completed fiscal year before the applicant’s submission
    2. At least five full-time employees working at the location, who are permanent residents or Canadian citizens
  4. If the company is located outside of the GTA, it must have
    1. At least $500,000 of total gross revenue in its most recently completed fiscal year before the applicant’s submission
    2. At least three full-time employees working at the location, who are permanent residents or Canadian citizens
  5. The job must be necessary to the employer’s business.

Below are the different types of job offer based Provincial Nominee programs that an applicant may apply to, if eligible:

International Students Stream

If the applicant is/was an International Student and

  1. Has completed their studies in Canada from an eligible institution within the last 2 years at the time of submission
  2. Has a Job Offer in NOC: O, A or B from an employer in Ontario
  3. The employer is eligible to offer a job under this program

The applicant may be eligible to apply under Employer Job Offer – International Students Stream! Once nominated, applicants can apply for their PR and employer-specific work permit without LMIA, if required.

Foreign Workers Stream

If the applicant:

  1. Has completed 2 years of full-time or equivalent work experience in NOC: O, A or B within the last 5 years at the time of submission of application of nomination
  2. Has a Job Offer in NOC: O, A or B from an employer in Ontario in the same job (same NOC) in which they have work experience
  3. The employer is eligible to offer job under this program

The applicant may be eligible to apply under Employer Job Offer – Foreign Worker Stream. Once nominated, applicants can apply for their PR and employer-specific work permit without LMIA, if required.

Keep in mind:

  • If an applicant is outside of Canada, he or she will need their employer to have completed recruitment efforts before offering the job
  • If an applicant is in Canada, he or she must be on a legal status in Canada

In-Demand Skills Stream

If an applicant has 9 months of paid work experience and a job offer from an employer in Ontario, he or she may be eligible to apply for nomination to OINP.

Who are eligible under this program?

  • Commercial and Home Installers & Repairers
  • Construction Trade Helpers
  • General Farm Workers
  • Harvesting Labourers
  • Heavy Equipment Operators
  • Home Support Workers
  • Industrial Butchers
  • Meat Cutters & Poultry Preparers
  • Nursery & Greenhouse Workers
  • Nursing Aides
  • Transport Truck Drivers

More occupations are expected to be added for jobs outside of GTA in the near future.

Ontario’s Regional Pilot Program

If an applicant is eligible in an Employer Job Offer Program like International Students Stream or Foreign Worker Stream and intend to work in the 3 regions identified by OINP, they can apply under this pilot program.

The 3 regions include:

  • Municipality of Chatham-Kent
  • City of Belleville and Quinte West
  • City of Cornwall

If the employer is also eligible and ready to support an applicant for a nomination and PR, the intent form should be submitted (hyperlink contact us) ASAP.

There is a quota of 150 applications, so this program requires fast action! Applications can be submitted for nomination only once a confirmation from OINP has been received, which is sent after submitting the intake form.
